The story

The cooperation agreement and BCC succession formalize the Comorian branch. Agreement signed 23 November 1979 names the franc; BCC succeeds IEC on 1 July 1981. Treaty entry into force depends on notifications. [1]

The 23 November 1979 agreement provides that the central bank assumes the former Institut d'Emission's monetary-issuance rights and obligations and identifies its currency as the Comorian franc. [2]
