The story

Decree-law 23/76 governed the transition from the São Tomé escudo to the dobra, whose first series circulated in 1977. [1]

Add São Tomé’s statutory public/private account-system anchor effective 1 January 1914. Independence overprinting is an issuer phase. [2]
